You'll get the Scarlet Sands desert area upon completing the Khrumbul-dun island that the Hairy Hermit wants you to explore next. (Most people put their personal storage chests at the dock or Mountain Top Temple though to keep residents from dumping food and scavenger junk into them.) So for now you are restricted to keeping all your residents in the Green Gardens area. You can build on the beach or mountaintop temple areas, but you can never relocate residents to these areas so the buildings can't be used by them.
